Intangibility of services and service-orientation fosters creation of flexible solutions by innovating business models, service processes and service products. Capabilities are perceived as measuring indicator of service orientation in enterprises and one requirement for business model innovation. This paper investigates how design of capabilities can help enterprises to offer novel services. To do so, we analyze the degree of innovation before and after applying the capability-driven development (CDD), which is a methodological and technological enterprise modelling approach. Based on observations from two industrial cases affected from the main forces that disturb the business terrain, the paper concludes that CDD helps enterprises to innovate their digital services by causing changes mainly on business model and service process levels.

AbstractStatistical profiling algorithms claiming to predict which jobseekers are at risk of becoming long‐term unemployed are spread unevenly across countries. However, the pathways and histories of these tools are understudied. Because the profiling path in France is a winding one, it is fruitful to study the production of profiling acceptability within the Public Employment Service (PES), and upstream of its reception by frontline advisers. Using a mix of interviews and written sources, we show that the production of profiling acceptability sits at the crossroads of two processes: technical and political transformations of the instrument itself and broader institutional and managerial transformations of the PES. On the basis of this case study, the paper enriches our understanding of the slow and incremental rationalization of public services that we have termed “professional rationalization.” We argue that, far from being a softened or moderated form of bureaucratic rationalization, it is powerful—perhaps even irreversible—precisely because it transforms its target (frontline advisers) before the rationalization instrument is even deployed.

Yet, it remains unclear how to guarantee ecosystem services for multiple stakeholders' demands, especially considering the observed biodiversity decline following reductions in semi-natural habitat (SNH), and global change. Here, we use an ecosystem service model of intensively-managed agricultural landscapes to derive the best landscape compositions for different stakeholders' demands, and how they vary with stochasticity and the degree of pollination dependence of crops. We analyse three groups of stakeholders assumed to value different ecosystem services most-individual farmers (crop yield per area), agricultural unions (landscape production) and con-servationists (biodiversity). Additionally, we consider a social average scenario that aims at maximizing mul-tifunctionality. Trade-offs among stakeholders' demands strongly depend on the degree of pollination dependence of crops, the strength of environmental and demographic stochasticity, and the relative amount of an ecosystem service demanded by each stakeholder. Intermediate amounts of SNH deliver relatively high levels of the three services (social average). Our analysis further suggests that the current levels of SNH protection lie below these intermediate amounts of SNH in intensively-managed agricultural landscapes. Given the worldwide trends in agriculture and global change, current policies should start to consider factors such as crop type and stochasticity, as they can strongly influence best landscape compositions for different stakeholders. Our results suggest ways of managing landscapes to reconcile several actors' demands and ensure for biodiversity conservation and food production.

A classification architecture based on direct matching of local descriptors is used as baseline for the comparative study. A set of four different key-point detectors and four different local descriptors are tested in all the possible combinations. The experiments are conducted in a database consisting of 30 model documents acquired on 6 different backgrounds, totaling more than 36.000 test images.

Over the last 15 years studies on invasion genetics have provided important insights to unravel cryptic diversity, track the origin of colonizers and reveal pathways of introductions. Despite all these advances, to date little is known about how evolutionary processes influence the observed genetic patterns in marine biological invasions. Here, firstly we review the literature on invasion genetics that include samples from European seas. These seas constitute a wide array of unique water masses with diverse degrees of connectivity, and have a long history of species introductions. We found that only a small fraction of the recorded introduced species has been genetically analysed. Furthermore, most studies restrict their approach to describe patterns of cryptic diversity and genetic structure, with the underlying mechanisms involved in the invasion process being largely understudied. Secondly, we analyse how genetic, reproductive and anthropogenic traits shape genetic patterns of marine introduced species. We found that most studies reveal similar genetic diversity values in both native and introduced ranges, report evidence of multiple introductions, and show that genetic patterns in the introduced range are not explained by taxonomic group or reproductive strategy. Finally, we discuss the evolutionary implications derived from genetic patterns observed in non-indigenous species. We identify different scenarios that are determined by propagule pressure, phenotypic plasticity and pre-adaptation, and the effects of selection and genetic admixture. We conclude that there is a need for further investigations of evolutionary mechanisms that affect individual fitness and adaptation to rapid environmental change. In an off-line training stage, the matching between the model document and incoming images is computed retaining the local descriptors from the model that steadily produce good matches. We have evaluated this approach by using the ICDAR2015 SmartDOC dataset containing near 25 000 images from documents to be captured by a mobile device. We have tested the performance of this filtering step by using ORB and SIFT local detectors and descriptors. The results show an important gain both in quality of the final matching as well as in time and space requirements.

The impacts of global climate change on the Basque coast and the pelagic systems within the southeastern Bay of Biscay are reviewed. Climate projections under greenhouse gas emission scenarios indicate that this area will experience changes in climate throughout the 21st century, including warming of surface air (especially heat wave episodes), intensification of extreme daily rainfall (10%), warming of the upper 100 m of the ocean layer (1.5 to 2.05°C), and sea level rise (SLR; 29 to 49 cm). Observations made in the bay throughout the 20th century for air temperature and mean sea level are in agreement with these projections. Trends in ocean-climatic historical observations within the area, including sea temperature, precipitation, upwelling/downwelling, turbulence and wave climate, are also reviewed. The main impacts on the coast are expected to be from SLR, especially in low-lying areas (mostly urbanised) within estuaries. Sandy beaches are also expected to undergo significant mean shoreline retreats of between 25 and 40% of their width. As the sea level rises, the natural migration of saltmarshes and intertidal seagrasses landward will be constrained, in most cases, by existing anthropogenic fixed boundaries. Empirical relationships between the distribution and dynamics of the long-term biological measures (plankton, primary production, benthos, and fisheries) on the one hand, and ocean-climatic variability on the other, indicate that pelagic and coastal water ecosystems will be affected by ocean warming, increased stratification, shifts in anomaly patterns and streamflow regimes. The largest uncertainties are associated with the lack of down-scaled projections within the bay on ocean circulation, ocean-meteorological indices, wave climate and ocean acidification. Aim: Animal movement is an important determinant of individual survival, population dynamics and ecosystem structure and function. Nonetheless, it is still unclear how local movements are related to resource availability and the spatial arrangement of resources. Using resident bird species and migratory bird species outside the migratory period, we examined how the distribution of resources affects the movement patterns of both large terrestrial birds (e.g., raptors, bustards and hornbills) and waterbirds (e.g., cranes, storks, ducks, geese and flamingos). Location: Global. Time period: 2003–2015. Major taxa studied: Birds. Methods: We compiled GPS tracking data for 386 individuals across 36 bird species. We calculated the straight‐line distance between GPS locations of each individual at the 1‐hr and 10‐day time‐scales. For each individual and time‐scale, we calculated the median and 0.95 quantile of displacement. We used linear mixed‐effects models to examine the effect of the spatial arrangement of resources, measured as enhanced vegetation index homogeneity, on avian movements, while accounting for mean resource availability, body mass, diet, flight type, migratory status and taxonomy and spatial autocorrelation. Results: We found a significant effect of resource spatial arrangement at the 1‐hr and 10‐day time‐scales. On average, individual movements were seven times longer in environments with homogeneously distributed resources compared with areas of low resource homogeneity. Contrary to previous work, we found no significant effect of resource availability, diet, flight type, migratory status or body mass on the non‐migratory movements of birds. Main conclusions: We suggest that longer movements in homogeneous environments might reflect the need for different habitat types associated with foraging and reproduction. This highlights the importance of landscape complementarity, where habitat patches within a landscape include a range of different, yet complementary resources. As habitat homogenization increases, it might force birds to travel increasingly longer distances to meet their diverse needs. Our results quantify for the first time the extent to which such assumptions are too simple to model real-world Internet routing policies. This should introduce a note of caution into future work that makes these assumptions and should prompt attempts to find more accurate models.

L’implication de l'humain dans la prise de décision et l'analyse d'une quantité énorme d'alarmes et d'informations, ainsi que le caractère réactif des mécanismes de gestion des pannes, ne permettent pas la réactivité nécessaire à une gestion optimale des incidents. Pour pallier ce problème, cette thèse s'intéresse à des mécanismes proactifs qui anticipent les pannes afin d'améliorer l'efficacité de leur gestion. La mise en oeuvre, dans les équipements, de composants autonomes capables d'analyser en permanence l'état de santé du réseau permettrait de fournir une information en temps réel sur le risque de panne, nécessaire au déploiement de nouveaux mécanismes d'autoréparation proactifs. La première partie de cette thèse est donc consacrée à la définition des composants architecturaux indispensables à l'introduction de fonctions d'autoréparation proactives. Dans un deuxième temps, nous étudions et analysons en détail trois mécanismes d'autoréparation proactifs exploitant une information de risque de panne. Le premier mécanisme a pour objectif d'accélérer la convergence des protocoles de routage à état de lien en adaptant la fréquence d'envoi des messages de détection de pannes en fonction du risque de panne. Le deuxième mécanisme modifie dynamiquement les métriques de routage afin de détourner le trafic des équipements risqués et de minimiser l'impact d'une panne sur le trafic. Indeed, availability and quality of service are highly important parameters in the competition between networks operators. Tthe involvement of human in the decision making process and the analyzing a huge amount of alarms and information, as well as the reactive nature of fault management mechanisms, do not allow the required reactivity for optimal management of incidents. This thesis focuses on proactive mechanisms which anticipate failures to improve the effectiveness of their management. Indeed, the failures are often preceded by alarms or symptomatic behaviors. Implementation, in equipment, of autonomous components capable of continuously analyzing the network health would enable to provide a real-time risk of failure information, required to deploy new proactive self-healing mechanisms. The first part of this thesis is devoted to the definition of architectural components necessary for the introduction of proactive self-healing functions. Then, in a second step, we study and analyze in detail three self-healing mechanisms exploiting a proactive risk-level of failure information. The first mechanism is designed to accelerate the convergence of link-state routing protocols by adjusting the frequency of sending failure detection messages function of the risk-level. The second mechanism dynamically tunes routing metrics in order to divert traffic flows from risky equipment and to minimize the failure incidence on traffic. Finally, the last proposition is dedicated to the recovery mechanisms of GMPLS protocol by dynamically adapting the resources consumption of recovery to the involved risks

Intangibility of services and service-orientation fosters creation of flexible solutions by innovating business models, service processes and service products. Capabilities are perceived as measuring indicator of service orientation in enterprises and one requirement for business model innovation. This paper investigates how design of capabilities can help enterprises to offer novel services. To do so, we analyze the degree of innovation before and after applying the capability-driven development (CDD), which is a methodological and technological enterprise modelling approach. Based on observations from two industrial cases affected from the main forces that disturb the business terrain, the paper concludes that CDD helps enterprises to innovate their digital services by causing changes mainly on business model and service process levels.

AbstractStatistical profiling algorithms claiming to predict which jobseekers are at risk of becoming long‐term unemployed are spread unevenly across countries. However, the pathways and histories of these tools are understudied. Because the profiling path in France is a winding one, it is fruitful to study the production of profiling acceptability within the Public Employment Service (PES), and upstream of its reception by frontline advisers. Using a mix of interviews and written sources, we show that the production of profiling acceptability sits at the crossroads of two processes: technical and political transformations of the instrument itself and broader institutional and managerial transformations of the PES. On the basis of this case study, the paper enriches our understanding of the slow and incremental rationalization of public services that we have termed “professional rationalization.” We argue that, far from being a softened or moderated form of bureaucratic rationalization, it is powerful—perhaps even irreversible—precisely because it transforms its target (frontline advisers) before the rationalization instrument is even deployed.

Yet, it remains unclear how to guarantee ecosystem services for multiple stakeholders' demands, especially considering the observed biodiversity decline following reductions in semi-natural habitat (SNH), and global change. Here, we use an ecosystem service model of intensively-managed agricultural landscapes to derive the best landscape compositions for different stakeholders' demands, and how they vary with stochasticity and the degree of pollination dependence of crops. We analyse three groups of stakeholders assumed to value different ecosystem services most-individual farmers (crop yield per area), agricultural unions (landscape production) and con-servationists (biodiversity). Additionally, we consider a social average scenario that aims at maximizing mul-tifunctionality. Trade-offs among stakeholders' demands strongly depend on the degree of pollination dependence of crops, the strength of environmental and demographic stochasticity, and the relative amount of an ecosystem service demanded by each stakeholder. Intermediate amounts of SNH deliver relatively high levels of the three services (social average). Our analysis further suggests that the current levels of SNH protection lie below these intermediate amounts of SNH in intensively-managed agricultural landscapes. Given the worldwide trends in agriculture and global change, current policies should start to consider factors such as crop type and stochasticity, as they can strongly influence best landscape compositions for different stakeholders. Our results suggest ways of managing landscapes to reconcile several actors' demands and ensure for biodiversity conservation and food production.

A classification architecture based on direct matching of local descriptors is used as baseline for the comparative study. A set of four different key-point detectors and four different local descriptors are tested in all the possible combinations. The experiments are conducted in a database consisting of 30 model documents acquired on 6 different backgrounds, totaling more than 36.000 test images.

Over the last 15 years studies on invasion genetics have provided important insights to unravel cryptic diversity, track the origin of colonizers and reveal pathways of introductions. Despite all these advances, to date little is known about how evolutionary processes influence the observed genetic patterns in marine biological invasions. Here, firstly we review the literature on invasion genetics that include samples from European seas. These seas constitute a wide array of unique water masses with diverse degrees of connectivity, and have a long history of species introductions. We found that only a small fraction of the recorded introduced species has been genetically analysed. Furthermore, most studies restrict their approach to describe patterns of cryptic diversity and genetic structure, with the underlying mechanisms involved in the invasion process being largely understudied. Secondly, we analyse how genetic, reproductive and anthropogenic traits shape genetic patterns of marine introduced species. We found that most studies reveal similar genetic diversity values in both native and introduced ranges, report evidence of multiple introductions, and show that genetic patterns in the introduced range are not explained by taxonomic group or reproductive strategy. Finally, we discuss the evolutionary implications derived from genetic patterns observed in non-indigenous species. We identify different scenarios that are determined by propagule pressure, phenotypic plasticity and pre-adaptation, and the effects of selection and genetic admixture. We conclude that there is a need for further investigations of evolutionary mechanisms that affect individual fitness and adaptation to rapid environmental change. In an off-line training stage, the matching between the model document and incoming images is computed retaining the local descriptors from the model that steadily produce good matches. We have evaluated this approach by using the ICDAR2015 SmartDOC dataset containing near 25 000 images from documents to be captured by a mobile device. We have tested the performance of this filtering step by using ORB and SIFT local detectors and descriptors. The results show an important gain both in quality of the final matching as well as in time and space requirements.

The impacts of global climate change on the Basque coast and the pelagic systems within the southeastern Bay of Biscay are reviewed. Climate projections under greenhouse gas emission scenarios indicate that this area will experience changes in climate throughout the 21st century, including warming of surface air (especially heat wave episodes), intensification of extreme daily rainfall (10%), warming of the upper 100 m of the ocean layer (1.5 to 2.05°C), and sea level rise (SLR; 29 to 49 cm). Observations made in the bay throughout the 20th century for air temperature and mean sea level are in agreement with these projections. Trends in ocean-climatic historical observations within the area, including sea temperature, precipitation, upwelling/downwelling, turbulence and wave climate, are also reviewed. The main impacts on the coast are expected to be from SLR, especially in low-lying areas (mostly urbanised) within estuaries. Sandy beaches are also expected to undergo significant mean shoreline retreats of between 25 and 40% of their width. As the sea level rises, the natural migration of saltmarshes and intertidal seagrasses landward will be constrained, in most cases, by existing anthropogenic fixed boundaries. Empirical relationships between the distribution and dynamics of the long-term biological measures (plankton, primary production, benthos, and fisheries) on the one hand, and ocean-climatic variability on the other, indicate that pelagic and coastal water ecosystems will be affected by ocean warming, increased stratification, shifts in anomaly patterns and streamflow regimes. The largest uncertainties are associated with the lack of down-scaled projections within the bay on ocean circulation, ocean-meteorological indices, wave climate and ocean acidification. Aim: Animal movement is an important determinant of individual survival, population dynamics and ecosystem structure and function. Nonetheless, it is still unclear how local movements are related to resource availability and the spatial arrangement of resources. Using resident bird species and migratory bird species outside the migratory period, we examined how the distribution of resources affects the movement patterns of both large terrestrial birds (e.g., raptors, bustards and hornbills) and waterbirds (e.g., cranes, storks, ducks, geese and flamingos). Location: Global. Time period: 2003–2015. Major taxa studied: Birds. Methods: We compiled GPS tracking data for 386 individuals across 36 bird species. We calculated the straight‐line distance between GPS locations of each individual at the 1‐hr and 10‐day time‐scales. For each individual and time‐scale, we calculated the median and 0.95 quantile of displacement. We used linear mixed‐effects models to examine the effect of the spatial arrangement of resources, measured as enhanced vegetation index homogeneity, on avian movements, while accounting for mean resource availability, body mass, diet, flight type, migratory status and taxonomy and spatial autocorrelation. Results: We found a significant effect of resource spatial arrangement at the 1‐hr and 10‐day time‐scales. On average, individual movements were seven times longer in environments with homogeneously distributed resources compared with areas of low resource homogeneity. Contrary to previous work, we found no significant effect of resource availability, diet, flight type, migratory status or body mass on the non‐migratory movements of birds. Main conclusions: We suggest that longer movements in homogeneous environments might reflect the need for different habitat types associated with foraging and reproduction. This highlights the importance of landscape complementarity, where habitat patches within a landscape include a range of different, yet complementary resources. As habitat homogenization increases, it might force birds to travel increasingly longer distances to meet their diverse needs. L’implication de l'humain dans la prise de décision et l'analyse d'une quantité énorme d'alarmes et d'informations, ainsi que le caractère réactif des mécanismes de gestion des pannes, ne permettent pas la réactivité nécessaire à une gestion optimale des incidents. Pour pallier ce problème, cette thèse s'intéresse à des mécanismes proactifs qui anticipent les pannes afin d'améliorer l'efficacité de leur gestion. La mise en oeuvre, dans les équipements, de composants autonomes capables d'analyser en permanence l'état de santé du réseau permettrait de fournir une information en temps réel sur le risque de panne, nécessaire au déploiement de nouveaux mécanismes d'autoréparation proactifs. La première partie de cette thèse est donc consacrée à la définition des composants architecturaux indispensables à l'introduction de fonctions d'autoréparation proactives. Dans un deuxième temps, nous étudions et analysons en détail trois mécanismes d'autoréparation proactifs exploitant une information de risque de panne. Le premier mécanisme a pour objectif d'accélérer la convergence des protocoles de routage à état de lien en adaptant la fréquence d'envoi des messages de détection de pannes en fonction du risque de panne. Le deuxième mécanisme modifie dynamiquement les métriques de routage afin de détourner le trafic des équipements risqués et de minimiser l'impact d'une panne sur le trafic. Enfin, le dernier mécanisme s'attache aux dispositifs de protection et de restauration du protocole GMPLS afin d'adapter dynamiquement la consommation des ressources, aux risques encourus Network providers attach a significant focus to fault-management. Indeed, availability and quality of service are highly important parameters in the competition between networks operators. Tthe involvement of human in the decision making process and the analyzing a huge amount of alarms and information, as well as the reactive nature of fault management mechanisms, do not allow the required reactivity for optimal management of incidents. This thesis focuses on proactive mechanisms which anticipate failures to improve the effectiveness of their management. Indeed, the failures are often preceded by alarms or symptomatic behaviors. Implementation, in equipment, of autonomous components capable of continuously analyzing the network health would enable to provide a real-time risk of failure information, required to deploy new proactive self-healing mechanisms. The first part of this thesis is devoted to the definition of architectural components necessary for the introduction of proactive self-healing functions. Then, in a second step, we study and analyze in detail three self-healing mechanisms exploiting a proactive risk-level of failure information. The first mechanism is designed to accelerate the convergence of link-state routing protocols by adjusting the frequency of sending failure detection messages function of the risk-level. The second mechanism dynamically tunes routing metrics in order to divert traffic flows from risky equipment and to minimize the failure incidence on traffic. Finally, the last proposition is dedicated to the recovery mechanisms of GMPLS protocol by dynamically adapting the resources consumption of recovery to the involved risks
