The underway current profiling system which consists of a microprocessor controlled data logger that collects and formats data from a four beam Ametek-Straza 300 kHz acoustic Doppler current profiler, heading from the ship's gyrocompass, and navigation information from a Loran-C receiver and a satellite navigation unit is discussed. Data are recorded on magnetic tape and real time is calculated. Time averaging is required to remove effects of ship motion. An intercomparison is made with a moored vector measuring current meter (VMCM). The mean difference in hourly averaged APOC and VMCM currents over the four hour intercomparison is a few mm s minus including: two Gulf Stream crossings, a warm core ring survey, and shallow water in a frontal zone to the east of Nantucket Shoals.

Legislation based on international standards and harmonized between trade partners facilitates trade and enables products from developing countries to be competitive in the international market. Countries looking to export to the EU should aim to harmonize legislation with EU rules. If exporting to EU markets is not a priority, countries should follow requirements of the WTO SPS agreement and thus ensure that their products can access markets of all WTO member states. Both the EU and WTO legislative models for food safety require a risk-based approach to food safety controls, prioritizing funds and activity on the most risky areas. Reforms in this area should be primarily focused on ensuring food safety, although ensuring that consumers are receiving the quality of food that they expect is also a consideration. When planning legislative reform, the burden on business should be carefully considered, and consultation with the business community is strongly recommended to obtain a good understanding of the business perspective. Public awareness on the need for reforms can be important and it is essential to outline the benefits of improved food safety legislation to consumers and their representative bodies as they can help to support reforms and sustain their results.

This paper studies the effects of differences in local administrative burdens in Italy in the years 2005–2007 preceding a major reform that sped up firm registration procedures. Combining regulatory data from a survey on Italian provinces before the reform (costs and time to start a business) with industry-level entry rates of limited liability firms, it explores the effects of regulatory barriers on the average of the annual entry rates across industries with different natural propensities to enter the market. The estimates of the cross-sectional analysis show that lengthier and, to some extent, more costly procedures reduced entry in sectors with naturally high entry. A one-day delay in registration procedures reduces the entry rate in highly dynamic sectors by more than 1 percent. These results hold when I include measures of local financial development and of efficiency of bankruptcy procedures are included.

Following several years of disappointing economic performance, Senegal has made an important turnaround, with real Gross Domestic Product (GDP) growth averaging over 5 percent annually during 1995-2005. This paper shows that macroeconomic and structural reforms are key factors explaining this recovery. Drivers of sound economic policy decisions in Senegal have included enhanced democratic processes, political commitment to the West African Economic and Monetary Union (WAEMU), and donor community conditionalities.

Over the coming decades, climate change will affect the natural resource base of livestock production, especially the productivity of rangeland and feed crops. Based on a comprehensive impact modeling chain, we assess implications of different climate projections for agricultural production costs and land use change and explore the effectiveness of livestock system transitions as an adaptation strategy. Simulated climate impacts on crop yields and rangeland productivity generate adaptation costs amounting to 3% of total agricultural production costs in 2045 (i.e. 145 billion US$). Shifts in livestock production towards mixed crop-livestock systems represent a resource- and cost-efficient adaptation option, reducing agricultural adaptation costs to 0.3% of total production costs and simultaneously abating deforestation by about 76 million ha globally. The relatively positive climate impacts on grass yields compared with crop yields favor grazing systems inter alia in South Asia and North America. Incomplete transitions in production systems already have a strong adaptive and cost reducing effect: a 50% shift to mixed systems lowers agricultural adaptation costs to 0.8%. General responses of production costs to system transitions are robust across different global climate and crop models as well as regarding assumptions on CO2 fertilization, but simulated values show a large variation. In the face of these uncertainties, public policy support for transforming livestock production systems provides an important lever to improve agricultural resource management and lower adaptation costs, possibly even contributing to emission reduction. This paper uses a stochastic dynamic programming model to characterize the optimal savings-consumption decisions and the role of livestock inventories as a buffer stock in rural Ethiopia. The results show that relatively land-rich households use accumulation and liquidation of cattle and other animal inventories for partial consumption smoothing, while low-income households appear not to do so. The results highlight the need for improvement in livestock markets, which are often affected by high transaction costs and price risk, and for investigation of other approaches to risk management.

We present two robotics courses that the authors designed and taught in Qatar and Ghana. While different in context and setting, these courses share a similar structure and approach. We describe and analyze our experiences in the two case studies, and extract lessons that are relevant to others teaching robotics; especially in underserved communities. We also address the impact of these courses on the local communities and the broader academic community

Legislation based on international standards and harmonized between trade partners facilitates trade and enables products from developing countries to be competitive in the international market. Countries looking to export to the EU should aim to harmonize legislation with EU rules. If exporting to EU markets is not a priority, countries should follow requirements of the WTO SPS agreement and thus ensure that their products can access markets of all WTO member states. Both the EU and WTO legislative models for food safety require a risk-based approach to food safety controls, prioritizing funds and activity on the most risky areas. Reforms in this area should be primarily focused on ensuring food safety, although ensuring that consumers are receiving the quality of food that they expect is also a consideration. When planning legislative reform, the burden on business should be carefully considered, and consultation with the business community is strongly recommended to obtain a good understanding of the business perspective. Public awareness on the need for reforms can be important and it is essential to outline the benefits of improved food safety legislation to consumers and their representative bodies as they can help to support reforms and sustain their results.

This paper studies the effects of differences in local administrative burdens in Italy in the years 2005–2007 preceding a major reform that sped up firm registration procedures. Combining regulatory data from a survey on Italian provinces before the reform (costs and time to start a business) with industry-level entry rates of limited liability firms, it explores the effects of regulatory barriers on the average of the annual entry rates across industries with different natural propensities to enter the market. The estimates of the cross-sectional analysis show that lengthier and, to some extent, more costly procedures reduced entry in sectors with naturally high entry. A one-day delay in registration procedures reduces the entry rate in highly dynamic sectors by more than 1 percent. These results hold when I include measures of local financial development and of efficiency of bankruptcy procedures are included.

Following several years of disappointing economic performance, Senegal has made an important turnaround, with real Gross Domestic Product (GDP) growth averaging over 5 percent annually during 1995-2005. This paper shows that macroeconomic and structural reforms are key factors explaining this recovery. Drivers of sound economic policy decisions in Senegal have included enhanced democratic processes, political commitment to the West African Economic and Monetary Union (WAEMU), and donor community conditionalities.

Over the coming decades, climate change will affect the natural resource base of livestock production, especially the productivity of rangeland and feed crops. Based on a comprehensive impact modeling chain, we assess implications of different climate projections for agricultural production costs and land use change and explore the effectiveness of livestock system transitions as an adaptation strategy. Simulated climate impacts on crop yields and rangeland productivity generate adaptation costs amounting to 3% of total agricultural production costs in 2045 (i.e. 145 billion US$). Shifts in livestock production towards mixed crop-livestock systems represent a resource- and cost-efficient adaptation option, reducing agricultural adaptation costs to 0.3% of total production costs and simultaneously abating deforestation by about 76 million ha globally. The relatively positive climate impacts on grass yields compared with crop yields favor grazing systems inter alia in South Asia and North America. Incomplete transitions in production systems already have a strong adaptive and cost reducing effect: a 50% shift to mixed systems lowers agricultural adaptation costs to 0.8%. General responses of production costs to system transitions are robust across different global climate and crop models as well as regarding assumptions on CO2 fertilization, but simulated values show a large variation. In the face of these uncertainties, public policy support for transforming livestock production systems provides an important lever to improve agricultural resource management and lower adaptation costs, possibly even contributing to emission reduction. This paper uses a stochastic dynamic programming model to characterize the optimal savings-consumption decisions and the role of livestock inventories as a buffer stock in rural Ethiopia. The results show that relatively land-rich households use accumulation and liquidation of cattle and other animal inventories for partial consumption smoothing, while low-income households appear not to do so. The results highlight the need for improvement in livestock markets, which are often affected by high transaction costs and price risk, and for investigation of other approaches to risk management.
