Legislation based on international standards and harmonized between trade partners facilitates trade and enables products from developing countries to be competitive in the international market. Countries looking to export to the EU should aim to harmonize legislation with EU rules. If exporting to EU markets is not a priority, countries should follow requirements of the WTO SPS agreement and thus ensure that their products can access markets of all WTO member states. Both the EU and WTO legislative models for food safety require a risk-based approach to food safety controls, prioritizing funds and activity on the most risky areas. Reforms in this area should be primarily focused on ensuring food safety, although ensuring that consumers are receiving the quality of food that they expect is also a consideration. When planning legislative reform, the burden on business should be carefully considered, and consultation with the business community is strongly recommended to obtain a good understanding of the business perspective. Public awareness on the need for reforms can be important and it is essential to outline the benefits of improved food safety legislation to consumers and their representative bodies as they can help to support reforms and sustain their results.

This paper studies the effects of differences in local administrative burdens in Italy in the years 2005–2007 preceding a major reform that sped up firm registration procedures. Combining regulatory data from a survey on Italian provinces before the reform (costs and time to start a business) with industry-level entry rates of limited liability firms, it explores the effects of regulatory barriers on the average of the annual entry rates across industries with different natural propensities to enter the market. The estimates of the cross-sectional analysis show that lengthier and, to some extent, more costly procedures reduced entry in sectors with naturally high entry. A one-day delay in registration procedures reduces the entry rate in highly dynamic sectors by more than 1 percent. These results hold when I include measures of local financial development and of efficiency of bankruptcy procedures are included.

Following several years of disappointing economic performance, Senegal has made an important turnaround, with real Gross Domestic Product (GDP) growth averaging over 5 percent annually during 1995-2005. This paper shows that macroeconomic and structural reforms are key factors explaining this recovery. Drivers of sound economic policy decisions in Senegal have included enhanced democratic processes, political commitment to the West African Economic and Monetary Union (WAEMU), and donor community conditionalities.

This paper uses a stochastic dynamic programming model to characterize the optimal savings-consumption decisions and the role of livestock inventories as a buffer stock in rural Ethiopia. The results show that relatively land-rich households use accumulation and liquidation of cattle and other animal inventories for partial consumption smoothing, while low-income households appear not to do so. The results highlight the need for improvement in livestock markets, which are often affected by high transaction costs and price risk, and for investigation of other approaches to risk management.

It is a problem-driven class designed for students with little or no experience with robots. In this paper, we first present the current status of the class, and show how it improves the education and training of students in a robotics curriculum by giving them a hands-on experience with a real robot. We show that, in addition to core subjects such as perception, action and cognition, students also have the opportunity to learn advanced topics such as reinforcement learning and multi-robot coordination. We then discuss the evolution of the class under general categories: hardware and programming environment, team experiments, and assignments. We present important lessons learned in each category, and how they affect the learning experience of participating students. We conclude by discussing future opportunities

The growing availability of free or inexpensive satellite imagery has inspired many researchers to investigate the use of earth observation data for monitoring economic activity around the world. One of the most popular earth observation data sets is the so-called nighttime lights from the Defense Meteorological Satellite Program. Researchers have found positive correlations between nighttime lights and several economic variables. These correlations are based on data measured in levels, with a cross-section of observations within a single time period across countries or other geographic units. The findings suggest that nighttime lights could be used as a proxy for some economic variables, especially in areas or times where data are weak or unavailable. Yet, logic suggests that nighttime lights cannot serve as a good proxy for monitoring the within-in country growth rates all of these variables. Examples examined this paper include constant price gross domestic product, non-agricultural gross domestic product, manufacturing value added, and capital stocks, as well as electricity consumption, total population, and urban population. The study finds that the Defense Meteorological Satellite Program data are quite noisy and therefore the resulting growth elasticities of Defense Meteorological Satellite Program nighttime lights with respect to most of these socioeconomic variables are low, unstable over time, and generate little explanatory power. The one exception for which Defense Meteorological Satellite Program nighttime lights could serve as a proxy is electricity consumption, measured in 10-year intervals. It is hoped that improved data from the recently launched Suomi National Polar-Orbiting Partnership satellite will help expand or improve these outcomes. Testing this should be an important next step.

In this work, a versatile self-supervised LiDAR odometry estimation method is presented, in order to enable the efficient utilization of all available LiDAR data while maintaining real-time performance. The proposed approach selectively applies geometric losses during training, being cognizant of the amount of information that can be extracted from scan points. In addition, no labeled or ground-truth data is required, hence making the presented approach suitable for pose estimation in applications where accurate ground-truth is difficult to obtain. Furthermore, the presented network architecture is applicable to a wide range of environments and sensor modalities without requiring any network or loss function adjustments. Yet robust stylized facts are hard to come by, and when available, often outdated. In a special issue of Food Policy, 12 papers revisit conventional wisdom on African agriculture and its farmers' livelihoods using nationally representative surveys from the Living Standards Measurement Study-Integrated Surveys on Agriculture Initiative in six African countries. At times, the findings simply confirm the common understanding of the topic. But the studies also throw up several surprises, redirecting some policy debates while fine-tuning others. Overall, the project calls for more attention to checking and updating the common wisdom. This requires nationally representative data, and sufficient incentives among researchers and policy makers alike. Without well-grounded stylized facts, they can easily be profoundly misguided.

Legislation based on international standards and harmonized between trade partners facilitates trade and enables products from developing countries to be competitive in the international market. Countries looking to export to the EU should aim to harmonize legislation with EU rules. If exporting to EU markets is not a priority, countries should follow requirements of the WTO SPS agreement and thus ensure that their products can access markets of all WTO member states. Both the EU and WTO legislative models for food safety require a risk-based approach to food safety controls, prioritizing funds and activity on the most risky areas. Reforms in this area should be primarily focused on ensuring food safety, although ensuring that consumers are receiving the quality of food that they expect is also a consideration. When planning legislative reform, the burden on business should be carefully considered, and consultation with the business community is strongly recommended to obtain a good understanding of the business perspective. Public awareness on the need for reforms can be important and it is essential to outline the benefits of improved food safety legislation to consumers and their representative bodies as they can help to support reforms and sustain their results.

This paper studies the effects of differences in local administrative burdens in Italy in the years 2005–2007 preceding a major reform that sped up firm registration procedures. Combining regulatory data from a survey on Italian provinces before the reform (costs and time to start a business) with industry-level entry rates of limited liability firms, it explores the effects of regulatory barriers on the average of the annual entry rates across industries with different natural propensities to enter the market. The estimates of the cross-sectional analysis show that lengthier and, to some extent, more costly procedures reduced entry in sectors with naturally high entry. A one-day delay in registration procedures reduces the entry rate in highly dynamic sectors by more than 1 percent. These results hold when I include measures of local financial development and of efficiency of bankruptcy procedures are included.

Following several years of disappointing economic performance, Senegal has made an important turnaround, with real Gross Domestic Product (GDP) growth averaging over 5 percent annually during 1995-2005. This paper shows that macroeconomic and structural reforms are key factors explaining this recovery. Drivers of sound economic policy decisions in Senegal have included enhanced democratic processes, political commitment to the West African Economic and Monetary Union (WAEMU), and donor community conditionalities.

This paper uses a stochastic dynamic programming model to characterize the optimal savings-consumption decisions and the role of livestock inventories as a buffer stock in rural Ethiopia. The results show that relatively land-rich households use accumulation and liquidation of cattle and other animal inventories for partial consumption smoothing, while low-income households appear not to do so. The results highlight the need for improvement in livestock markets, which are often affected by high transaction costs and price risk, and for investigation of other approaches to risk management.

It is a problem-driven class designed for students with little or no experience with robots. In this paper, we first present the current status of the class, and show how it improves the education and training of students in a robotics curriculum by giving them a hands-on experience with a real robot. We show that, in addition to core subjects such as perception, action and cognition, students also have the opportunity to learn advanced topics such as reinforcement learning and multi-robot coordination. We then discuss the evolution of the class under general categories: hardware and programming environment, team experiments, and assignments. We present important lessons learned in each category, and how they affect the learning experience of participating students. We conclude by discussing future opportunities

The growing availability of free or inexpensive satellite imagery has inspired many researchers to investigate the use of earth observation data for monitoring economic activity around the world. One of the most popular earth observation data sets is the so-called nighttime lights from the Defense Meteorological Satellite Program. Researchers have found positive correlations between nighttime lights and several economic variables. These correlations are based on data measured in levels, with a cross-section of observations within a single time period across countries or other geographic units. The findings suggest that nighttime lights could be used as a proxy for some economic variables, especially in areas or times where data are weak or unavailable. Yet, logic suggests that nighttime lights cannot serve as a good proxy for monitoring the within-in country growth rates all of these variables. Examples examined this paper include constant price gross domestic product, non-agricultural gross domestic product, manufacturing value added, and capital stocks, as well as electricity consumption, total population, and urban population. The study finds that the Defense Meteorological Satellite Program data are quite noisy and therefore the resulting growth elasticities of Defense Meteorological Satellite Program nighttime lights with respect to most of these socioeconomic variables are low, unstable over time, and generate little explanatory power. The one exception for which Defense Meteorological Satellite Program nighttime lights could serve as a proxy is electricity consumption, measured in 10-year intervals. It is hoped that improved data from the recently launched Suomi National Polar-Orbiting Partnership satellite will help expand or improve these outcomes. Testing this should be an important next step.

In this work, a versatile self-supervised LiDAR odometry estimation method is presented, in order to enable the efficient utilization of all available LiDAR data while maintaining real-time performance. The proposed approach selectively applies geometric losses during training, being cognizant of the amount of information that can be extracted from scan points. In addition, no labeled or ground-truth data is required, hence making the presented approach suitable for pose estimation in applications where accurate ground-truth is difficult to obtain. Furthermore, the presented network architecture is applicable to a wide range of environments and sensor modalities without requiring any network or loss function adjustments. Yet robust stylized facts are hard to come by, and when available, often outdated. In a special issue of Food Policy, 12 papers revisit conventional wisdom on African agriculture and its farmers' livelihoods using nationally representative surveys from the Living Standards Measurement Study-Integrated Surveys on Agriculture Initiative in six African countries. At times, the findings simply confirm the common understanding of the topic. But the studies also throw up several surprises, redirecting some policy debates while fine-tuning others. Overall, the project calls for more attention to checking and updating the common wisdom. This requires nationally representative data, and sufficient incentives among researchers and policy makers alike. Without well-grounded stylized facts, they can easily be profoundly misguided.
