In this work, a versatile self-supervised LiDAR odometry estimation method is presented, in order to enable the efficient utilization of all available LiDAR data while maintaining real-time performance. The proposed approach selectively applies geometric losses during training, being cognizant of the amount of information that can be extracted from scan points. In addition, no labeled or ground-truth data is required, hence making the presented approach suitable for pose estimation in applications where accurate ground-truth is difficult to obtain. Furthermore, the presented network architecture is applicable to a wide range of environments and sensor modalities without requiring any network or loss function adjustments. The proposed approach is thoroughly tested for both indoor and outdoor real-world applications through a variety of experiments using legged, tracked and wheeled robots, demonstrating the suitability of learning-based LiDAR odometry for complex robotic applications. 2021 IEEE International Conference on Robotics and Automation (ICRA) ISBN:978-1-7281-9077-8 ISBN:978-1-7281-9078-5

This article offers a historical analysis of the contributions of U.S. interwar agricultural economics to the economics of information. Concerned with improving the circulation of information on agricultural markets, agricultural economists analyzed the relationship between agents' information and the behavior of prices on agricultural commodity exchanges, thus anticipating modern debates on informational efficiency. We show that these debates were part of a more general context of agricultural market reform led by the U.S. administration to improve the production and diffusion of economic information. We argue that such reforms were a prerequisite for theoretical discussions on information, and established institutional tools that are still active today, such as the USDA market news service.

Because trucks in Bangladesh and India are not allowed to operate across the border, cargo is transloaded at the border, and Indian trucks traveling between northeast India and the rest of India must go around Bangladesh through the Siliguri Corridor, which significantly increases transport and trade costs. This lack of integration means that it is more costly for Bangladesh and India to trade with each other than for either of them to trade with Europe. As a result, bilateral trade represents only about 10 percent of Bangladesh’s trade and a mere 1 percent of India’s trade. This book presents a collection of innovative technical analyses that show what is needed to achieve seamless connectivity in the region. The report explores the extent to which the Bangladesh-Bhutan-India-Nepal Motor Vehicle Agreement (MVA) supports the cross-border operation of road transport services and identifies the gaps in the agreement that need to be addressed to improve its effectiveness. It assesses the potential shift of freight traffic to new routes and modes in eastern India and Bangladesh once the MVA is implemented and the potential impact of the MVA on wages, employment, and income in Bangladesh and India. It explores how the local impacts of a regional corridor could be enhanced in rural areas by improving access to markets along the corridors and how women’s participation in export-oriented agriculture value chains could be improved to allow women to take advantage of improved regional connectivity. "Connecting to Thrive" will be of interest to policy makers, private sector practitioners, and academics with an interest in regional connectivity in eastern South Asia.

The digital agriculture revolution holds a promise to build an agriculture and food system that is efficient, environmentally sustainable, and equitable, one that can help deliver the Sustainable Development Goals. Unlike past technological revolutions in agriculture, which began on farms, the current revolution is being sparked at multiple points along the agrifood value chain. The change is driven by the ability to collect, use, and analyze massive amounts of machine-readable data about practically every aspect of the value chain, and by the emergence of digital platforms disrupting existing business models. All this allows for drastically reduced transaction costs and pervasive information asymmetries that plague the agrifood system. The success of the digital transformation, however, is not guaranteed as the risks it brings are numerous, including those related to data governance and inadequate competition within and between digital platforms. What’s Cooking: Digital Transformation of the Agrifood System investigates how digital technologies can accelerate the transformation of the agrifood system by increasing efficiency on the farm; improving farmers’ access to output, input, and financial markets; strengthening quality control and traceability; and improving the design and delivery of agriculture policies. It also identifies a key role for the public sector in maximizing the benefits of this process while minimizing its risks, through enabling an innovation ecosystem featuring open datasets, digital platforms, digital entrepreneurship, digital payment systems, and digital skills and encouraging equitable technology adoption.

Fiener;The African Tropics are hotspots of modern-day land use change and are, at the same time, of great relevance for the cycling of carbon (C) and nutrients between plants, soils, and the atmosphere. However, the consequences of land conversion on biogeochemical cycles are still largely unknown as they are not studied in a landscape context that defines the geomorphic, geochemical, and pedological framework in which biological processes take place. Thus, the response of tropical soils to disturbance by erosion and land conversion is one of the great uncertainties in assessing the carrying capacity of tropical landscapes to grow food for future generations and in predicting greenhouse gas fluxes from soils to the atmosphere and, hence, future earth system dynamics. Here we describe version 1.0 of an open-access database created as part of the project “Tropical soil organic carbon dynamics along erosional disturbance gradients in relation to variability in soil geochemistry and land use” (TropSOC). TropSOC v1.0 (Doetterl et al., 2021, https://doi.org/10.5880/fidgeo.2021.009) contains spatially and temporally explicit data on soil, vegetation, environmental properties, and land management collected from 136 pristine tropical forest and cropland plots between 2017 and 2020 as part of monitoring and sampling campaigns in the eastern Congo Basin and the East African Rift Valley system. The results of several laboratory experiments focusing on soil microbial activity, C cycling, and C stabilization in soils complement the dataset to deliver one of the first landscape-scale datasets to study the linkages and feedbacks between geology, geomorphology, and pedogenesis as controls on biogeochemical cycles in a variety of natural and managed systems in the African Tropics. The hierarchical and interdisciplinary structure of the TropSOC database allows linking of a wide range of parameters and observations on soil and vegetation dynamics along with other supporting information that may also be measured at one or more levels of the hierarchy. TropSOC's data mark a significant contribution to improve our understanding of the fate of biogeochemical cycles in dynamic and diverse tropical African (agro-)ecosystems. TropSOC v1.0 can be accessed through the Supplement provided as part of this paper or as a separate download via the websites of the Congo Biogeochemistry Observatory and GFZ Data Services where version updates to the database will be provided as the project develops. As new technologies present opportunities to create new and integrated data sources, researchers face tradeoffs in survey design that may reduce measurement error or increase coverage. In this chapter, we first review the econometric and survey methodology literatures that focus on the sources of measurement error and coverage bias in agricultural data collection. Second, we provide examples of how agricultural data structure affects testable empirical models. Finally, we review the challenges and opportunities offered by technological innovation to meet old and new data demands and address key empirical questions, focusing on the scalable data innovations of greatest potential impact for empirical methods and research.

The prices of 27 internationally traded commodities are decomposed into transitory and permanent shocks by applying an ideal band-pass filter to monthly data from 1970–2020. The two types of shocks contributed roughly equally to price variations, but with wide heterogeneity. Permanent shocks ac-counted for two-thirds of the variability in agricultural prices but less than 30 percent in energy prices. The transitory shock component revealed three medium-term cycles. The first (from the early 1970s to the mid-1980s) and third (from the early 2000s to 2020 onward) exhibit similar duration and involve almost all commodities, while the second (spanning the 1990s) is mostly applicable to metals, with the notable absence of energy. The permanent shock components differ across commodities, with an up-ward trend for most industrial commodities and downward trend for agriculture. Moreover, the permanent component of commodity prices where investment is irreversible, including energy, metals, and tree crops, exhibits a high degree of nonlinearities, which also coincide with the two post–World War II supercycles. By contrast, the permanent component of annual agricultural prices is linear, reflecting greater flexibility in investment allocation and input use of these commodities. Prices of commodities subjected to widespread policy interventions, such as international commodity agreements, exhibit persistent deviations from linear trends.

This paper studies the effects of the Industrial Areas (IA) program in Karnataka, India, which rezoned agricultural land for industrial use, but without the economic incentives common with other place-based policies. This paper finds that the program caused a large increase in firm creation and employment in villages overlapping the IAs. Moreover, the surrounding areas experienced spillover effects, with workers shifting from agricultural to non-agricultural employment, and entrepreneurs establishing numerous small-scale service sector and agricultural firms.

In this work, a versatile self-supervised LiDAR odometry estimation method is presented, in order to enable the efficient utilization of all available LiDAR data while maintaining real-time performance. The proposed approach selectively applies geometric losses during training, being cognizant of the amount of information that can be extracted from scan points. In addition, no labeled or ground-truth data is required, hence making the presented approach suitable for pose estimation in applications where accurate ground-truth is difficult to obtain. Furthermore, the presented network architecture is applicable to a wide range of environments and sensor modalities without requiring any network or loss function adjustments. This article offers a historical analysis of the contributions of U.S. interwar agricultural economics to the economics of information. Concerned with improving the circulation of information on agricultural markets, agricultural economists analyzed the relationship between agents' information and the behavior of prices on agricultural commodity exchanges, thus anticipating modern debates on informational efficiency. We show that these debates were part of a more general context of agricultural market reform led by the U.S. administration to improve the production and diffusion of economic information. We argue that such reforms were a prerequisite for theoretical discussions on information, and established institutional tools that are still active today, such as the USDA market news service.

Because trucks in Bangladesh and India are not allowed to operate across the border, cargo is transloaded at the border, and Indian trucks traveling between northeast India and the rest of India must go around Bangladesh through the Siliguri Corridor, which significantly increases transport and trade costs. This lack of integration means that it is more costly for Bangladesh and India to trade with each other than for either of them to trade with Europe. As a result, bilateral trade represents only about 10 percent of Bangladesh’s trade and a mere 1 percent of India’s trade. This book presents a collection of innovative technical analyses that show what is needed to achieve seamless connectivity in the region. The report explores the extent to which the Bangladesh-Bhutan-India-Nepal Motor Vehicle Agreement (MVA) supports the cross-border operation of road transport services and identifies the gaps in the agreement that need to be addressed to improve its effectiveness. It assesses the potential shift of freight traffic to new routes and modes in eastern India and Bangladesh once the MVA is implemented and the potential impact of the MVA on wages, employment, and income in Bangladesh and India. It explores how the local impacts of a regional corridor could be enhanced in rural areas by improving access to markets along the corridors and how women’s participation in export-oriented agriculture value chains could be improved to allow women to take advantage of improved regional connectivity. "Connecting to Thrive" will be of interest to policy makers, private sector practitioners, and academics with an interest in regional connectivity in eastern South Asia.

The digital agriculture revolution holds a promise to build an agriculture and food system that is efficient, environmentally sustainable, and equitable, one that can help deliver the Sustainable Development Goals. Unlike past technological revolutions in agriculture, which began on farms, the current revolution is being sparked at multiple points along the agrifood value chain. The change is driven by the ability to collect, use, and analyze massive amounts of machine-readable data about practically every aspect of the value chain, and by the emergence of digital platforms disrupting existing business models. All this allows for drastically reduced transaction costs and pervasive information asymmetries that plague the agrifood system. The success of the digital transformation, however, is not guaranteed as the risks it brings are numerous, including those related to data governance and inadequate competition within and between digital platforms. What’s Cooking: Digital Transformation of the Agrifood System investigates how digital technologies can accelerate the transformation of the agrifood system by increasing efficiency on the farm; improving farmers’ access to output, input, and financial markets; strengthening quality control and traceability; and improving the design and delivery of agriculture policies. It also identifies a key role for the public sector in maximizing the benefits of this process while minimizing its risks, through enabling an innovation ecosystem featuring open datasets, digital platforms, digital entrepreneurship, digital payment systems, and digital skills and encouraging equitable technology adoption.

Fiener;The African Tropics are hotspots of modern-day land use change and are, at the same time, of great relevance for the cycling of carbon (C) and nutrients between plants, soils, and the atmosphere. However, the consequences of land conversion on biogeochemical cycles are still largely unknown as they are not studied in a landscape context that defines the geomorphic, geochemical, and pedological framework in which biological processes take place. Thus, the response of tropical soils to disturbance by erosion and land conversion is one of the great uncertainties in assessing the carrying capacity of tropical landscapes to grow food for future generations and in predicting greenhouse gas fluxes from soils to the atmosphere and, hence, future earth system dynamics. Here we describe version 1.0 of an open-access database created as part of the project “Tropical soil organic carbon dynamics along erosional disturbance gradients in relation to variability in soil geochemistry and land use” (TropSOC). TropSOC v1.0 (Doetterl et al., 2021, https://doi.org/10.5880/fidgeo.2021.009) contains spatially and temporally explicit data on soil, vegetation, environmental properties, and land management collected from 136 pristine tropical forest and cropland plots between 2017 and 2020 as part of monitoring and sampling campaigns in the eastern Congo Basin and the East African Rift Valley system. The results of several laboratory experiments focusing on soil microbial activity, C cycling, and C stabilization in soils complement the dataset to deliver one of the first landscape-scale datasets to study the linkages and feedbacks between geology, geomorphology, and pedogenesis as controls on biogeochemical cycles in a variety of natural and managed systems in the African Tropics. The hierarchical and interdisciplinary structure of the TropSOC database allows linking of a wide range of parameters and observations on soil and vegetation dynamics along with other supporting information that may also be measured at one or more levels of the hierarchy. TropSOC's data mark a significant contribution to improve our understanding of the fate of biogeochemical cycles in dynamic and diverse tropical African (agro-)ecosystems. As new technologies present opportunities to create new and integrated data sources, researchers face tradeoffs in survey design that may reduce measurement error or increase coverage. In this chapter, we first review the econometric and survey methodology literatures that focus on the sources of measurement error and coverage bias in agricultural data collection. Second, we provide examples of how agricultural data structure affects testable empirical models. Finally, we review the challenges and opportunities offered by technological innovation to meet old and new data demands and address key empirical questions, focusing on the scalable data innovations of greatest potential impact for empirical methods and research.

The prices of 27 internationally traded commodities are decomposed into transitory and permanent shocks by applying an ideal band-pass filter to monthly data from 1970–2020. The two types of shocks contributed roughly equally to price variations, but with wide heterogeneity. Permanent shocks ac-counted for two-thirds of the variability in agricultural prices but less than 30 percent in energy prices. The transitory shock component revealed three medium-term cycles. The first (from the early 1970s to the mid-1980s) and third (from the early 2000s to 2020 onward) exhibit similar duration and involve almost all commodities, while the second (spanning the 1990s) is mostly applicable to metals, with the notable absence of energy. The permanent shock components differ across commodities, with an up-ward trend for most industrial commodities and downward trend for agriculture. Moreover, the permanent component of commodity prices where investment is irreversible, including energy, metals, and tree crops, exhibits a high degree of nonlinearities, which also coincide with the two post–World War II supercycles. By contrast, the permanent component of annual agricultural prices is linear, reflecting greater flexibility in investment allocation and input use of these commodities. Prices of commodities subjected to widespread policy interventions, such as international commodity agreements, exhibit persistent deviations from linear trends.

This paper studies the effects of the Industrial Areas (IA) program in Karnataka, India, which rezoned agricultural land for industrial use, but without the economic incentives common with other place-based policies. This paper finds that the program caused a large increase in firm creation and employment in villages overlapping the IAs. Moreover, the surrounding areas experienced spillover effects, with workers shifting from agricultural to non-agricultural employment, and entrepreneurs establishing numerous small-scale service sector and agricultural firms.
