    Multilingualism is a cultural cornerstone of Europe and firmly anchored in the European treaties including full language equality. However, language barriers impacting business, cross-lingual and cross-cultural communication are still omnipresent. Language Technologies (LTs) are a powerful means to break down these barriers. While the last decade has seen various initiatives that created a multitude of approaches and technologies tailored to Europe's specific needs, there is still an immense level of fragmentation. At the same time, AI has become an increasingly important concept in the European Information and Communication Technology area. For a few years now, AI, including many opportunities, synergies but also misconceptions, has been overshadowing every other topic. We present an overview of the European LT landscape, describing funding programmes, activities, actions and challenges in the different countries with regard to LT, including the current state of play in industry and the LT market. We present a brief overview of the main LT-related activities on the EU level in the last ten years and develop strategic guidance with regard to four key dimensions.     Aligning senses across resources and languages is a challenging task with beneficial applications in the field of natural language processing and electronic lexicography. In this paper, we describe our efforts in manually aligning monolingual dictionaries. The alignment is carried out at sense-level for various resources in 15 languages. Moreover, senses are annotated with possible semantic relationships such as broadness, narrowness, relatedness, and equivalence. In comparison to previous datasets for this task, this dataset covers a wide range of languages and resources and focuses on the more challenging task of linking general-purpose language. We believe that our data will pave the way for further advances in alignment and evaluation of word senses by creating new solutions, particularly those notoriously requiring data such as neural networks.     International audience; We introduce in this paper a generic approach to combine implicit crowdsourcing and language learning in order to mass-produce language resources (LRs) for any language for which a crowd of language learners can be involved. We present the approach by explaining its core paradigm that consists in pairing specific types of LRs with specific exercises, by detailing both its strengths and challenges, and by discussing how much these challenges have been addressed at present. Accordingly, we also report on ongoing proof-of-concept efforts aiming at developing the first prototypical implementation of the approach in order to correct and extend an LR called ConceptNet based on the input crowdsourced from language learners. We then present an international network called the European Network for Combining Language Learning with Crowdsourcing Techniques (enetCollect) that provides the context to accelerate the implementation of the generic approach. Finally, we exemplify how it can be used in several language learning scenarios to produce a multitude of NLP resources and how it can therefore alleviate the long-standing NLP issue of the lack of LRs.

    We investigated the evolution and transformation of scientific knowledge in the early modern period, analyzing more than 350 different editions of textbooks used for teaching astronomy in European universities from the late fifteenth century to mid-seventeenth century. These historical sources constitute the Sphaera Corpus. By examining different semantic relations among individual parts of each edition on record, we built a multiplex network consisting of six layers, as well as the aggregated network built from the superposition of all the layers. The network analysis reveals the emergence of five different communities. The contribution of each layer in shaping the communities and the properties of each community are studied. The most influential books in the corpus are found by calculating the average age of all the out-going and in-coming links for each book. A small group of editions is identified as a transmitter of knowledge as they bridge past knowledge to the future through a long temporal interval. Our analysis, moreover, identifies the most disruptive books. These books introduce new knowledge that is then adopted by almost all the books published afterwards until the end of the whole period of study. The historical research on the content of the identified books, as an empirical test, finally corroborates the results of all our analyses. Comment: 19 pages, 9 figures

    This open access book is about public open spaces, about people, and about the relationship between them and the role of technology in this relationship. It is about different approaches, methods, empirical studies, and concerns about a phenomenon that is increasingly being in the centre of sciences and strategies – the penetration of digital technologies in the urban space. As the main outcome of the CyberParks Project, this book aims at fostering the understanding about the current and future interactions of the nexus people, public spaces and technology. It addresses a wide range of challenges and multidisciplinary perspectives on emerging phenomena related to the penetration of technology in people’s lifestyles - affecting therefore the whole society, and with this, the production and use of public spaces. Cyberparks coined the term cyberpark to describe the mediated public space, that emerging type of urban spaces where nature and cybertechnologies blend together to generate hybrid experiences and enhance quality of life.
