This report discusses the scholarly communication issues in Social Sciences and Humanities that are relevant to the future development and functioning of OPERAS. The outcomes collected here can be divided into two groups of innovations regarding 1) the operation of OPERAS, and 2) its activities. The “operational” issues include the ways in which an innovative research infrastructure should be governed (Chapter 1) as well as the business models for open access publications in Social Sciences and Humanities (Chapter 2). The other group of issues is dedicated to strategic areas where OPERAS and its services may play an instrumental role in providing, enabling, or unlocking innovation: FAIR data (Chapter 3), bibliodiversity and multilingualism in scholarly communication (Chapter 4), the future of scholarly writing (Chapter 5), and quality assessment (Chapter 6). Each chapter provides an overview of the main findings and challenges with emphasis on recommendations for OPERAS and other stakeholders like e- infrastructures, publishers, SSH researchers, research performing organisations, policy makers, and funders. Links to data and further publications stemming from work concerning particular tasks are located at the end of each chapter.

The Data Deposit Recommendation Service (DDRS) intends to help the user to identify suitable research data repositories depending on case-specific requirements. As an added value service, the DDRS offers the initiation of the ingest and communication process between user and repository by forwarding a deposit request along with a structured description of the research data to the appropriate point of contact.About the nature of this document: This deliverable follows the report "Deliverable 7.1 State of the Art Report on Open Access Research Data for the Humanities" in the Humanities at Scale (HaS) work package 7 “Open Data Infrastructure”. It forms the concept for the "D 7.3 Open Data in the Humanities Platform" and prepares the implementation of the service. The Open Data Platform has been refined to a Data Deposit Recommendation Service (DDRS). The reasoning behind this process and the concept for the service are described in this document.

This document describes mechanisms where interoperability ofdata is ensured with the use of standards. The standards wecovered are both domain related, the archival standards in XMLformats such as EAD, EAC-CPF and EAG, and transversalstandards, whose use is recommended in the context of any digitalproject, in particular the ISO standards for the representation oflanguage, script and countries.Interoperability of archival descriptions expressed in EAD is madepossible with the specification of a specific EAD profile for EHRI.This profile is built and maintained using the TEI-ODD framework, which is explained of the first section of the report.Interoperability and reusability of EHRI resources is also ensuredwith the design of more consistent URLs, composed withstandardised methods and using ISO reference codes. This designhas to be seen as a first step through a persistent identifier system. The work initiated in WP11 and presented in this document will becontinued, enhanced and developed by other EHRI work packages,WP7 Virtual Access to EHRI Virtual Observatory, WP10 ResourceIdentification and Integration Workflows and WP13 Research DataInfrastructures for Holocaust Material.
