We present a projection theory on the space of idiosyncratic histories for heterogeneous-agents models. This allows solving for optimal Ramsey policies in heterogeneous-agent models with aggregate shocks, using a Lagrangian approach. In addition, it allows improving current simulation methods using perturbation techniques, by using more steady-state information. We apply this to study the optimal level distorting tax on labor and unemployment insurance over the business cycle in a production economy. In the quantitative exercise, the average optimal replacement rate is 10% higher than the one implies by a sufficient-statistics approach, due to saving distortions. Moreover, the optimal replacement rate is countercyclical.

Sequeda; Steffen Staab; Antoine Zimmermann;In this paper we provide a comprehensive introduction to knowledge graphs, which have recently garnered significant attention from both industry and academia in scenarios that require exploiting diverse, dynamic, large-scale collections of data. After some opening remarks, we motivate and contrast various graph-based data models and query languages that are used for knowledge graphs. We discuss the roles of schema, identity, and context in knowledge graphs. We explain how knowledge can be represented and extracted using a combination of deductive and inductive techniques. We summarise methods for the creation, enrichment, quality assessment, refinement, and publication of knowledge graphs. We provide an overview of prominent open knowledge graphs and enterprise knowledge graphs, their applications, and how they use the aforementioned techniques. Notre proposition s'appuie sur la méthodologie développée par l'Université d'Amsterdam (UvA) et la Fondation WageIndicator pour construire une base de données internationale de conventions collectives et dans les projets BARCOM (VS/2016/0106) et COLBAR Europe (VS/2019/0077) pour collecter et coder les conventions collectives européennes. Il s'appuie également sur le projet CAGE du CNAM-CEET qui a développé une infrastructure de recherche en France pour étudier les résultats des négociations sur l'égalité professionnelle femmes-hommes et le comportement des employeurs. L'idée est de combiner des informations structurées provenant d'une enquête auprès des employeurs avec des informations codées provenant d'une base de données de conventions collectives et des données non structurées provenant d'une archive enregistrant le contenu intégral des textes océrisé des conventions collectives. Une telle infrastructure permettrait une meilleure analyse du processus de négociation, des résultats de la négociation et du comportement des employeurs. En utilisant l'exemple des clauses d'égalité professionelle femmes-hommes, nous démontrons la faisabilité de la construction d'une telle infrastructure et la valeur ajoutée de l'utilisation des informations codées et des méthodes d'exploration de texte pour l'analyse comparative. Deux enquêtes européennes, l'ECS et l'ESES, peuvent être combinées avec la base de données des conventions collectives au niveau individuel et/ou sectoriel. Nous étudions comment les conventions collectives au niveau du secteur et de l'entreprise devraient être collectées pour atteindre une certaine forme de représentativité. In this report, we explore the feasibility of a European database of working conditions clauses in collective agreements in EU countries. Our proposal builds on the methodology developed by the University of Amsterdam (UvA) and the WageIndicator Foundation to build an international database of collective agreements and in the BARCOM (VS/2016/0106) and COLBAR Europe (VS/2019/0077) projects to collect and code European collective agreements. It also builds on the CNAM-CEET CAGE project which has developed a research infrastructure in France to study the outcomes of negotiations on gender professional equality and employer behaviour. The idea is to combine structured information from an employer-level survey with coded information from a database of collective agreements and unstructured data from an archive recording the full content of the OCR processed texts of collective agreements. Such an infrastructure would allow better analysis of the bargaining process, bargaining outcomes and employer behaviour. Using the example of gender equality clauses, we demonstrate the feasibility of building such an infrastructure and the added value of using coded information and text mining methods for comparative analysis. Two European surveys, the ECS and ESES, can be combined with the database of collective agreements at individual and/or sectoral level. We explore how collective agreements at sector and company level should be collected to achieve some form of representativity.

Should a central bank deviate from price stability to promote financial stability? We study this question through the lens of a textbook New Keynesian model augmented with capital accumulation and search–for–yield behaviors that give rise to endogenous financial crises. Our main findings are fourfold. First, monetary policy affects the probability of a crisis both in the short run (through aggregate demand) and in the medium run (through savings and capital accumulation). Second, the central bank can lower the probability of a crisis and increase welfare compared to strict inflation targeting by responding to output and an index of financial fragility (the “yield gap”) in addition to inflation. Third, “backstop” policy rules that prevent credit market collapses can further increase welfare. Fourth, financial crises may occur after a long period of unexpectedly loose monetary policy as the central bank abruptly reverses course.

E.;International audience; This paper reports a study of $B \to K^{*}\gamma$ decays using $62.8\pm 0.6$ fb$^{-1}$ of data collected during 2019--2020 by the Belle II experiment at the SuperKEKB $e^{+}e^{-}$ asymmetric-energy collider, corresponding to $(68.2 \pm 0.8) \times 10^6$$B\overline{B}$ events. We find $454 \pm 28$, $50 \pm 10$, $169 \pm 18$, and $160 \pm 17$ signal events in the decay modes $B^{0} \to K^{*0}[K^{+}\pi^{-}]\gamma$, $B^{0} \to K^{*0}[K^0_{\rm S}\pi^{0}]\gamma$, $B^{+} \to K^{*+}[K^{+}\pi^{0}]\gamma$, and $B^{+} \to K^{*+}[K^{+}\pi^{0}]\gamma$, respectively. The uncertainties quoted for the signal yield are statistical only. We report the branching fractions of these decays: $$\mathcal{B} [B^{0} \to K^{*0}[K^{+}\pi^{-}]\gamma] = (4.5 \pm 0.3 \pm 0.2) \times 10^{-5}, $$$$\mathcal{B} [B^{0} \to K^{*0}[K^0_{\rm S}\pi^{0}]\gamma] = (4.4 \pm 0.9 \pm 0.6) \times 10^{-5},$$$$\mathcal{B} [B^{+} \to K^{*+}[K^{+}\pi^{0}]\gamma] = (5.0 \pm 0.5 \pm 0.4)\times 10^{-5},\text{ and}$$$$\mathcal{B} [B^{+} \to K^{*+}[K^0_{\rm S}\pi^{+}]\gamma] = (5.4 \pm 0.6 \pm 0.4) \times 10^{-5},$$ where the first uncertainty is statistical, and the second is systematic. The results are consistent with world-average values.

We present a projection theory on the space of idiosyncratic histories for heterogeneous-agents models. This allows solving for optimal Ramsey policies in heterogeneous-agent models with aggregate shocks, using a Lagrangian approach. In addition, it allows improving current simulation methods using perturbation techniques, by using more steady-state information. We apply this to study the optimal level distorting tax on labor and unemployment insurance over the business cycle in a production economy. In the quantitative exercise, the average optimal replacement rate is 10% higher than the one implies by a sufficient-statistics approach, due to saving distortions. Moreover, the optimal replacement rate is countercyclical.

Sequeda; Steffen Staab; Antoine Zimmermann;In this paper we provide a comprehensive introduction to knowledge graphs, which have recently garnered significant attention from both industry and academia in scenarios that require exploiting diverse, dynamic, large-scale collections of data. After some opening remarks, we motivate and contrast various graph-based data models and query languages that are used for knowledge graphs. We discuss the roles of schema, identity, and context in knowledge graphs. We explain how knowledge can be represented and extracted using a combination of deductive and inductive techniques. We summarise methods for the creation, enrichment, quality assessment, refinement, and publication of knowledge graphs. We provide an overview of prominent open knowledge graphs and enterprise knowledge graphs, their applications, and how they use the aforementioned techniques. Notre proposition s'appuie sur la méthodologie développée par l'Université d'Amsterdam (UvA) et la Fondation WageIndicator pour construire une base de données internationale de conventions collectives et dans les projets BARCOM (VS/2016/0106) et COLBAR Europe (VS/2019/0077) pour collecter et coder les conventions collectives européennes. Il s'appuie également sur le projet CAGE du CNAM-CEET qui a développé une infrastructure de recherche en France pour étudier les résultats des négociations sur l'égalité professionnelle femmes-hommes et le comportement des employeurs. L'idée est de combiner des informations structurées provenant d'une enquête auprès des employeurs avec des informations codées provenant d'une base de données de conventions collectives et des données non structurées provenant d'une archive enregistrant le contenu intégral des textes océrisé des conventions collectives. Une telle infrastructure permettrait une meilleure analyse du processus de négociation, des résultats de la négociation et du comportement des employeurs. En utilisant l'exemple des clauses d'égalité professionelle femmes-hommes, nous démontrons la faisabilité de la construction d'une telle infrastructure et la valeur ajoutée de l'utilisation des informations codées et des méthodes d'exploration de texte pour l'analyse comparative. Deux enquêtes européennes, l'ECS et l'ESES, peuvent être combinées avec la base de données des conventions collectives au niveau individuel et/ou sectoriel. Nous étudions comment les conventions collectives au niveau du secteur et de l'entreprise devraient être collectées pour atteindre une certaine forme de représentativité. In this report, we explore the feasibility of a European database of working conditions clauses in collective agreements in EU countries. Our proposal builds on the methodology developed by the University of Amsterdam (UvA) and the WageIndicator Foundation to build an international database of collective agreements and in the BARCOM (VS/2016/0106) and COLBAR Europe (VS/2019/0077) projects to collect and code European collective agreements. It also builds on the CNAM-CEET CAGE project which has developed a research infrastructure in France to study the outcomes of negotiations on gender professional equality and employer behaviour. The idea is to combine structured information from an employer-level survey with coded information from a database of collective agreements and unstructured data from an archive recording the full content of the OCR processed texts of collective agreements. Such an infrastructure would allow better analysis of the bargaining process, bargaining outcomes and employer behaviour. Using the example of gender equality clauses, we demonstrate the feasibility of building such an infrastructure and the added value of using coded information and text mining methods for comparative analysis. Two European surveys, the ECS and ESES, can be combined with the database of collective agreements at individual and/or sectoral level. We explore how collective agreements at sector and company level should be collected to achieve some form of representativity.

Should a central bank deviate from price stability to promote financial stability? We study this question through the lens of a textbook New Keynesian model augmented with capital accumulation and search–for–yield behaviors that give rise to endogenous financial crises. Our main findings are fourfold. First, monetary policy affects the probability of a crisis both in the short run (through aggregate demand) and in the medium run (through savings and capital accumulation). Second, the central bank can lower the probability of a crisis and increase welfare compared to strict inflation targeting by responding to output and an index of financial fragility (the “yield gap”) in addition to inflation. Third, “backstop” policy rules that prevent credit market collapses can further increase welfare. Fourth, financial crises may occur after a long period of unexpectedly loose monetary policy as the central bank abruptly reverses course.

E.;International audience; This paper reports a study of $B \to K^{*}\gamma$ decays using $62.8\pm 0.6$ fb$^{-1}$ of data collected during 2019--2020 by the Belle II experiment at the SuperKEKB $e^{+}e^{-}$ asymmetric-energy collider, corresponding to $(68.2 \pm 0.8) \times 10^6$$B\overline{B}$ events. We find $454 \pm 28$, $50 \pm 10$, $169 \pm 18$, and $160 \pm 17$ signal events in the decay modes $B^{0} \to K^{*0}[K^{+}\pi^{-}]\gamma$, $B^{0} \to K^{*0}[K^0_{\rm S}\pi^{0}]\gamma$, $B^{+} \to K^{*+}[K^{+}\pi^{0}]\gamma$, and $B^{+} \to K^{*+}[K^{+}\pi^{0}]\gamma$, respectively. The uncertainties quoted for the signal yield are statistical only. We report the branching fractions of these decays: $$\mathcal{B} [B^{0} \to K^{*0}[K^{+}\pi^{-}]\gamma] = (4.5 \pm 0.3 \pm 0.2) \times 10^{-5}, $$$$\mathcal{B} [B^{0} \to K^{*0}[K^0_{\rm S}\pi^{0}]\gamma] = (4.4 \pm 0.9 \pm 0.6) \times 10^{-5},$$$$\mathcal{B} [B^{+} \to K^{*+}[K^{+}\pi^{0}]\gamma] = (5.0 \pm 0.5 \pm 0.4)\times 10^{-5},\text{ and}$$$$\mathcal{B} [B^{+} \to K^{*+}[K^0_{\rm S}\pi^{+}]\gamma] = (5.4 \pm 0.6 \pm 0.4) \times 10^{-5},$$ where the first uncertainty is statistical, and the second is systematic. The results are consistent with world-average values.
