This paper presents the different contributions to the radiation measured by a radiometer, and how they can be related to the physical features of the scene. Several models ha ve been designed to simulate radiometric observationsover sea and land. SciSat-1, otherwise known as the Atmospheric Chemistry Experiment (ACE), is a Canadian satellite mission for remote sensing of the Earth's atmosphere. It was launched into low Earth orbit (altitude 650 km, inclination 74 degrees) in August 2003. The primary instrument onboard ACE is a high resolution (maximum path difference ± 25 cm) Fourier Transform Spectrometer (FTS) operating from 2.4 to 13.3 microns (750-4100 cm -1 ). The satellite also features a dual spectrograph known as MAESTRO with wavelength coverage 280-1000 nm and resolution 1-2 nm. A pair of filtered CMOS detector arrays takes images of the sun at 0.525 and 1.02 nm. Working primarily in solar occultation, the satellite provides altitude profile information for temperature, pressure, and the volume mixing ratios for several dozen molecules of atmospheric interest. Scientific goals for ACE include: (1) understanding the chemical and dynamical processes that control the distribution of ozone in the stratosphere and upper troposphere; (2) exploring the relationship between atmospheric chemistry and climate change; (3) studying the effects of biomass burning in the free troposphere; and (4) measuring aerosols to reduce the uncertainties in their effects on the global energy balance.

However, the existing affected objects classification system, which is designed for the post-disaster survey, hardly meets the requirements of applications in disaster mitigation. In this paper, we proposed the construction scheme of affected objects classification system for disaster mitigation, considering of characteristics of data disasters and affected objects. In the framework of this classification scheme, we specified the nomenclature for floods, which is then used in the rapid extraction of the flooded area in Yuyao. And the flooded area is extracted through change detection. Experiments showed that the classification system can be applied in classifying the affected bbjects directly, which is the basis of rapid assessment with remote sensing images.

This is done via a public IP through an NTP server (Network Time Protocol Server) disciplined to the National Standard of Time and Frequency. So, the companies can synchronize their servers, but they do not have certainty about the difference that exists between the time of the client-server and the legal time of the INM server because there is not a constant verification implemented by themselves. In Colombia, the demand for the legal time service has increased because it is used by many companies due to the rise of innovative applications such as time-stamp, digital signature, electronic invoice, and economic transactions. This has an impact on the economic environment of a country for world trade. For this reason, the INM of Colombia implemented a new service to measure the synchronization offset with the legal time, which allows the companies to have a new service that generates reliability respecting the time they use to provide their services. Inspired by the INM contribution to the international comparison Universal Time Coordinated (UTC) and the intercomparison of the National Standards of Time and Frequency implemented through the SIM time scale (SIMT) using GPS (Global Positioning System), the INM developed a customized application for national comparison using NTP. As a result, this is the first remote measurement service as evidence of metrology for digital transformation in Colombia in the field of time and frequency.

Snegurenko;Effective transformation of an enterprise management system being in condition of organization's information management infrastructure digitalization is implemented through the project approach and such a form of inter-institutional interaction as IT outsourcing taking into account strategic targeting of outsource projects. Widening the practice of the use of information communication technologies, networking of enterprise management in terms of integration their business-processes with the use the common information communication infrastructure is the basis for transition to technologies of the fourth industrial revolution. On the strong base tasks of digitalization have entered to the production organization plans and obtained additional relevance in the connection with launching of national programs defining a vector of long-term scientific and technological as well as economic development. Cooperation with suppliers, industrial partners and clients, as well as distribution of information into the company are carried out within the general collaboration of processes. In the paper are considered the main stages of production organization in condition of digital transformation. It is shown a connection between the use of automatically controlled means in the organization of drawing production with the assessment of measures of efficiency if these means are used. It is mentioned that forming of digital infrastructure is built on the base of interrelation of automated enterprise elements and specialists affecting within the product life cycle implementation. Scenarios for formation of collaborative production which is the result of globalization organizational and technical interactions of many enterprises are considered.

The purpose of this paper is to evaluate JERS-1/SAR data for determining vegetation types in arid regions. First, a noise speckle filter was applied to the original JERS-1/SAR image data using a Map Filter with an adaptive 7*7 window. Second, a small part of the study area was extracted for the full scene image for further analysis. The NRCS values of each extracted image data were computed with the known Calibration Factor for the NASDA supplied JERS-1/SAR data. Each image was assigned to one of the three categories with two selected threshold levels. These two threshold levels can be obtained by Otsu's Automatic threshold selection method.In order to generate color composite images, multi- temporal SAR images were registered with the JERS-1/OPS image using a second-order polynomial function. The accuracy of registration was within 0.5 pixel RMS error. Following this color composite an image based on above three scenes was generated to identify the training samples. Finally, the color composite image was evaluated for vegetation type discrimination in the study area. SciSat-1, otherwise known as the Atmospheric Chemistry Experiment (ACE), is a Canadian satellite mission for remote sensing of the Earth's atmosphere. It was launched into low Earth orbit (altitude 650 km, inclination 74 degrees) in August 2003. The primary instrument onboard ACE is a high resolution (maximum path difference ± 25 cm) Fourier Transform Spectrometer (FTS) operating from 2.4 to 13.3 microns (750-4100 cm -1 ). The satellite also features a dual spectrograph known as MAESTRO with wavelength coverage 280-1000 nm and resolution 1-2 nm. A pair of filtered CMOS detector arrays takes images of the sun at 0.525 and 1.02 nm. Working primarily in solar occultation, the satellite provides altitude profile information for temperature, pressure, and the volume mixing ratios for several dozen molecules of atmospheric interest. Scientific goals for ACE include: (1) understanding the chemical and dynamical processes that control the distribution of ozone in the stratosphere and upper troposphere; (2) exploring the relationship between atmospheric chemistry and climate change; (3) studying the effects of biomass burning in the free troposphere; and (4) measuring aerosols to reduce the uncertainties in their effects on the global energy balance.

However, the existing affected objects classification system, which is designed for the post-disaster survey, hardly meets the requirements of applications in disaster mitigation. In this paper, we proposed the construction scheme of affected objects classification system for disaster mitigation, considering of characteristics of data disasters and affected objects. In the framework of this classification scheme, we specified the nomenclature for floods, which is then used in the rapid extraction of the flooded area in Yuyao. And the flooded area is extracted through change detection. Experiments showed that the classification system can be applied in classifying the affected bbjects directly, which is the basis of rapid assessment with remote sensing images.

This is done via a public IP through an NTP server (Network Time Protocol Server) disciplined to the National Standard of Time and Frequency. So, the companies can synchronize their servers, but they do not have certainty about the difference that exists between the time of the client-server and the legal time of the INM server because there is not a constant verification implemented by themselves. In Colombia, the demand for the legal time service has increased because it is used by many companies due to the rise of innovative applications such as time-stamp, digital signature, electronic invoice, and economic transactions. This has an impact on the economic environment of a country for world trade. For this reason, the INM of Colombia implemented a new service to measure the synchronization offset with the legal time, which allows the companies to have a new service that generates reliability respecting the time they use to provide their services. Inspired by the INM contribution to the international comparison Universal Time Coordinated (UTC) and the intercomparison of the National Standards of Time and Frequency implemented through the SIM time scale (SIMT) using GPS (Global Positioning System), the INM developed a customized application for national comparison using NTP. As a result, this is the first remote measurement service as evidence of metrology for digital transformation in Colombia in the field of time and frequency.

Widening the practice of the use of information communication technologies, networking of enterprise management in terms of integration their business-processes with the use the common information communication infrastructure is the basis for transition to technologies of the fourth industrial revolution. On the strong base tasks of digitalization have entered to the production organization plans and obtained additional relevance in the connection with launching of national programs defining a vector of long-term scientific and technological as well as economic development. Cooperation with suppliers, industrial partners and clients, as well as distribution of information into the company are carried out within the general collaboration of processes. In the paper are considered the main stages of production organization in condition of digital transformation. It is shown a connection between the use of automatically controlled means in the organization of drawing production with the assessment of measures of efficiency if these means are used. It is mentioned that forming of digital infrastructure is built on the base of interrelation of automated enterprise elements and specialists affecting within the product life cycle implementation. Scenarios for formation of collaborative production which is the result of globalization organizational and technical interactions of many enterprises are considered.

The purpose of this paper is to evaluate JERS-1/SAR data for determining vegetation types in arid regions. First, a noise speckle filter was applied to the original JERS-1/SAR image data using a Map Filter with an adaptive 7*7 window. Second, a small part of the study area was extracted for the full scene image for further analysis. The NRCS values of each extracted image data were computed with the known Calibration Factor for the NASDA supplied JERS-1/SAR data. Each image was assigned to one of the three categories with two selected threshold levels. These two threshold levels can be obtained by Otsu's Automatic threshold selection method.In order to generate color composite images, multi- temporal SAR images were registered with the JERS-1/OPS image using a second-order polynomial function. The accuracy of registration was within 0.5 pixel RMS error. Following this color composite an image based on above three scenes was generated to identify the training samples. Finally, the color composite image was evaluated for vegetation type discrimination in the study area.
