International audience; When policymakers and private agents use models, the economists who design the model have an incentive to alter it in order to influence outcomes in a fashion consistent with their own preferences. I discuss some consequences of the existence of such ideological bias. In particular, I analyze the role of measurement infrastructures such as national statistical institutes, the extent to which intellectual competition between different schools of thought may lead to polarization of views over some parameters and at the same time to consensus over other parameters, and finally how the attempt to preserve influence can lead to degenerative research programs.

We use the internal statistics of the Ministry of the Treasury to estimate wealth inequality in interwar Poland. This data source has not been previously used by researchers. There are no estimates of wealth inequality in interwar Poland available in the literature. According to our estimates, the top 0.01% of the wealth distribution controlled 16.4% of total private wealth. The wealth share of the top 1% stood at 42.5%. The top decile owned 67.3% of total private wealth. Wealth inequality varied strongly across regions. A comparison of wealth inequality in Poland with wealth inequality in other European countries in the interwar period yields a diverse picture. The wealth share of the top 0.01% was the highest in Europe, the wealth share of the top 1% was in the middle of the European ranking, the wealth share of the top 10% was almost the lowest in Europe. The small elite of super-rich (0.01%) was very wealthy in comparison to the European peers, but the wealth share of the rest of the top decile was relatively low. The unequal development of former partitions may partially explain high very top wealth shares.

In these contexts, the use of grammar-independent input (sequences of uninflected semantic units like e.g. language-independent icons) can be an answer to the users' needs. A semantic analysis can be performed, based on lexical semantic knowledge: it is equivalent to a dependency analysis with no syntactic or morphological clues. However, this requires that an intelligent system should be able to interpret this input with reasonable accuracy and in reasonable time. Here we propose a method allowing a purely semantic-based analysis of sequences of semantic units. It uses an algorithm inspired by the idea of ``chart parsing'' known in Natural Language Processing, which stores intermediate parsing results in order to bring the calculation time down. In comparison with using declarative logic programming - where the calculation time, left to a prolog engine, is hyperexponential -, this method brings the calculation time down to a polynomial time, where the order depends on the valency of the predicates. Our work adapts variants of seq2seq models to perform transduction of such words from Hindi to Bhojpuri (an LRL instance), learning from a set of cognate pairs built from a bilingual dictionary of Hindi--Bhojpuri words. We demonstrate that our models can be effectively used for language pairs that have limited parallel corpora; our models work at the character level to grasp phonetic and orthographic similarities across multiple types of word adaptations, whether synchronic or diachronic, loan words or cognates. We describe the training aspects of several character level NMT systems that we adapted to this task and characterize their typical errors. Our method improves BLEU score by 6.3 on the Hindi-to-Bhojpuri translation task. Further, we show that such transductions can generalize well to other languages by applying it successfully to Hindi -- Bangla cognate pairs. Our work can be seen as an important step in the process of: (i) resolving the OOV words problem arising in MT tasks, (ii) creating effective parallel corpora for resource-constrained languages, and (iii) leveraging the enhanced semantic knowledge captured by word-level embeddings to perform character-level tasks. We use a syntax-based DSM to build a prototypical representation of verb-specific roles: for every verb, we extract the most salient second order contexts for each of its roles (i.e. the most salient dimensions of typical role fillers), and then we compute thematic fit as a weighted overlap between the top features of candidate fillers and role prototypes. Our experiments show that our method consistently outperforms a baseline re-implementing a state-of-the-art system, and achieves better or comparable results to those reported in the literature for the other unsupervised systems. Obtained from online newspapers, it contains 1.5M+ article/summary pairs in five different languages – namely, French, German, Spanish, Russian, Turkish. Together with English news articles from the popular CNN/Daily mail dataset, the collected data form a large scale multilingual dataset which can enable new research directions for the text summarization community. We report cross-lingual comparative analyses based on state-of-the-art systems. These highlight existing biases which motivate the use of a multi-lingual dataset.

In this work, we associate dictionaries with 'small world' graphs. This multidisciplinary approach aims at showing that implicit structure of dictionaries, mathematically identified, fits the way young children categorize. These dictionary graphs might therefore be considered as 'cognitive artifacts'. This shows the importance of semantic proximity both in cognitive and computational organization of verbs lexicon.

On the one hand, it provides what appears to be the first game-theoretic modeling of Napoleon's last campaign, which ended dramatically on 18 June 1815 at Waterloo. It is specifically concerned with the decision Napoleon made on 17 June 1815 to detach part of his army against the Prussians he had defeated, though not destroyed, on 16 June at Ligny. Military historians agree that this decision was crucial but disagree about whether it was rational. Hypothesizing a zero-sum game between Napoleon and Blücher, and computing its solution, we show that it could have been a cautious strategy on the former's part to divide his army, a conclusion which runs counter to the charges of misjudgement commonly heard since Clausewitz. On the other hand, the paper addresses methodological issues. We defend its case study against the objections of irrelevance that have been raised elsewhere against “analytic narratives”, and conclude that military campaigns provide an opportunity for successful application of the formal theories of rational choice. Generalizing the argument, we finally investigate the conflict between narrative accounts – the historians' standard mode of expression – and mathematical modeling.

International audience; The main contribution of this paper is a new method for classifying document images by combining textual features extracted with the Bag of Words (BoW) technique and visual features extracted with the Bag of Visual Words (BoVW) technique. The BoVW is widely used within the computer vision community for scene classification or object recognition but few applications for the classification of entire document images have been submitted. While previous attempts have been showing disappointing results by combining visual and textual features with the Borda-count technique, we're proposing here a combination through learning approach. Experiments conducted on a 1925 document image industrial database reveal that this fusion scheme significantly improves the classification performances. Our concluding contribution deals with the choosing and tuning of the BoW and/or BoVW techniques in an industrial context.

International audience; When policymakers and private agents use models, the economists who design the model have an incentive to alter it in order to influence outcomes in a fashion consistent with their own preferences. I discuss some consequences of the existence of such ideological bias. In particular, I analyze the role of measurement infrastructures such as national statistical institutes, the extent to which intellectual competition between different schools of thought may lead to polarization of views over some parameters and at the same time to consensus over other parameters, and finally how the attempt to preserve influence can lead to degenerative research programs.

We use the internal statistics of the Ministry of the Treasury to estimate wealth inequality in interwar Poland. This data source has not been previously used by researchers. There are no estimates of wealth inequality in interwar Poland available in the literature. According to our estimates, the top 0.01% of the wealth distribution controlled 16.4% of total private wealth. The wealth share of the top 1% stood at 42.5%. The top decile owned 67.3% of total private wealth. Wealth inequality varied strongly across regions. A comparison of wealth inequality in Poland with wealth inequality in other European countries in the interwar period yields a diverse picture. The wealth share of the top 0.01% was the highest in Europe, the wealth share of the top 1% was in the middle of the European ranking, the wealth share of the top 10% was almost the lowest in Europe. The small elite of super-rich (0.01%) was very wealthy in comparison to the European peers, but the wealth share of the rest of the top decile was relatively low. The unequal development of former partitions may partially explain high very top wealth shares.

In these contexts, the use of grammar-independent input (sequences of uninflected semantic units like e.g. language-independent icons) can be an answer to the users' needs. A semantic analysis can be performed, based on lexical semantic knowledge: it is equivalent to a dependency analysis with no syntactic or morphological clues. However, this requires that an intelligent system should be able to interpret this input with reasonable accuracy and in reasonable time. Here we propose a method allowing a purely semantic-based analysis of sequences of semantic units. It uses an algorithm inspired by the idea of ``chart parsing'' known in Natural Language Processing, which stores intermediate parsing results in order to bring the calculation time down. In comparison with using declarative logic programming - where the calculation time, left to a prolog engine, is hyperexponential -, this method brings the calculation time down to a polynomial time, where the order depends on the valency of the predicates. Our work adapts variants of seq2seq models to perform transduction of such words from Hindi to Bhojpuri (an LRL instance), learning from a set of cognate pairs built from a bilingual dictionary of Hindi--Bhojpuri words. We demonstrate that our models can be effectively used for language pairs that have limited parallel corpora; our models work at the character level to grasp phonetic and orthographic similarities across multiple types of word adaptations, whether synchronic or diachronic, loan words or cognates. We describe the training aspects of several character level NMT systems that we adapted to this task and characterize their typical errors. Our method improves BLEU score by 6.3 on the Hindi-to-Bhojpuri translation task. Further, we show that such transductions can generalize well to other languages by applying it successfully to Hindi -- Bangla cognate pairs. Our work can be seen as an important step in the process of: (i) resolving the OOV words problem arising in MT tasks, (ii) creating effective parallel corpora for resource-constrained languages, and (iii) leveraging the enhanced semantic knowledge captured by word-level embeddings to perform character-level tasks. We use a syntax-based DSM to build a prototypical representation of verb-specific roles: for every verb, we extract the most salient second order contexts for each of its roles (i.e. the most salient dimensions of typical role fillers), and then we compute thematic fit as a weighted overlap between the top features of candidate fillers and role prototypes. Our experiments show that our method consistently outperforms a baseline re-implementing a state-of-the-art system, and achieves better or comparable results to those reported in the literature for the other unsupervised systems. In this work, we associate dictionaries with 'small world' graphs. This multidisciplinary approach aims at showing that implicit structure of dictionaries, mathematically identified, fits the way young children categorize. These dictionary graphs might therefore be considered as 'cognitive artifacts'. This shows the importance of semantic proximity both in cognitive and computational organization of verbs lexicon.

On the one hand, it provides what appears to be the first game-theoretic modeling of Napoleon's last campaign, which ended dramatically on 18 June 1815 at Waterloo. It is specifically concerned with the decision Napoleon made on 17 June 1815 to detach part of his army against the Prussians he had defeated, though not destroyed, on 16 June at Ligny. Military historians agree that this decision was crucial but disagree about whether it was rational. Hypothesizing a zero-sum game between Napoleon and Blücher, and computing its solution, we show that it could have been a cautious strategy on the former's part to divide his army, a conclusion which runs counter to the charges of misjudgement commonly heard since Clausewitz. On the other hand, the paper addresses methodological issues. We defend its case study against the objections of irrelevance that have been raised elsewhere against “analytic narratives”, and conclude that military campaigns provide an opportunity for successful application of the formal theories of rational choice. Generalizing the argument, we finally investigate the conflict between narrative accounts – the historians' standard mode of expression – and mathematical modeling.

International audience; The main contribution of this paper is a new method for classifying document images by combining textual features extracted with the Bag of Words (BoW) technique and visual features extracted with the Bag of Visual Words (BoVW) technique. The BoVW is widely used within the computer vision community for scene classification or object recognition but few applications for the classification of entire document images have been submitted. While previous attempts have been showing disappointing results by combining visual and textual features with the Borda-count technique, we're proposing here a combination through learning approach. Experiments conducted on a 1925 document image industrial database reveal that this fusion scheme significantly improves the classification performances. Our concluding contribution deals with the choosing and tuning of the BoW and/or BoVW techniques in an industrial context.
